A group of US lawmakers has introduced a bill related to foreign students in the House of Representatives, which will also affect a large number of Indians. This bill has been introduced against Alternative Practice Training (APT). Through APT, foreign students were allowed to work in the US after their studies. In the US House of Representatives, Paul A. Goser, along with MPs Mo Brooks, Andy Biggs and Matt Getz, introduced the Fairness for High-Skilled American Act.
With the passage of this bill, it will be possible to amend the Immigration and Nationality Act for Optional Practice Training (APT). Gosar said which country creates programs, not laws, that reward their businesses for evacuating their citizens and putting foreign workers in their place.
The name of this program in America is ‘APT’ and it refers to the complete abandonment of our own workers. Gosar first introduced the ‘Fairness for High-Skilled American Act’ in the 116th Parliament. He has also twice signed an ‘amicus brief’ in support of American workers in a lawsuit against the Department of Homeland Security to eliminate Apt.
An ‘amicus brief’ is a legal document, which can be filed in a court case by people who are not plaintiffs in the case but are interested in it. Gosar alleged that the APT has circumvented the H-1B limit by allowing more than 100,000 foreign students to work in the US for three years after graduation. He said these foreign workers are exempt from payroll taxes, which makes their expenses about 10 to 15 percent less than that of an American worker.
APT is a guest labor program administered by the United States Immigration and Customs Enforcement (ICE). A large number of Indian students also go to America to study. Because of this, if this bill is approved, then the difficulties of Indian students looking for jobs after studying in America may increase in the coming times.
Before Corona, more than one lakh Indian students were studying in America. But since the beginning of the epidemic, there has been a decrease in this number. But still a large number of Indian students plan to go to America to study. In such a situation, they may have difficulty in getting a job after completing their studies in the coming time.
